You do not think cats should be outlawed free running, like dogs?

I love my dog around the neighborhood and the cats come, but it is illegal. my neighborhood cats have had kittens in my garage (two times, and this cat is actually a house down the street) that have torn the screen that covers the holes go under my house and hang out and generally smell the cat up so that I can reeked of cat smell when I walk, oh do not talk to the flower beds at my door as a sandbox, getting cat prints on my car to my dog whistles on my porch as the fun through the windows. I can not believe it's okay for cats roam freely in my city

Yes, yes and yes. Ridiculous how some pet owners can be so irresponsible that pets and get away with it. Poor kitten, owners just do not love them as much as the demand as well. Our dogs would love to roam the streets as well …. but still responsible pet owners know it could be hit by a car or shot by a neighbor, or have some disease. Of course we do not have animal control cats, which are shot on site. It is bad too. Some of these cats our beautiful people.
